Who created this playbook?


This playbook was created by Dave Seliger, who founded a now-dissolved non-profit called Public School to build talent pipelines between public universities and governments.

He co-founded the Civil Service Pathways Fellowship in New York City (see below) and explored developing similar programs in cities across the country.

Dave currently works for the City of New York in an unrelated role and created the playbook in order to share the Government Talent Pipeline model and other best practices.

Do any government talent pipelines exist?


Yes! The City University of New York (CUNY) created the Civil Service Pathways Fellowship based on the government talent pipeline model.



Where did the idea come from?


While working for the NYC Mayor's Office of Tech and Innovation, Dave realized that getting a government job is extremely difficult because of the complicated process. He was inspired by the work of the NYC Tech Talent Pipeline and the stories of the CUNY students that they were serving.
